Being between the 10 and the 60 cuts both ways. Plenty of people pass through, which is good for visibility, but it also means you are competing with businesses in Covina, Baldwin Park, and West Covina's own edges for the same searches. Google decides partly on distance from the searcher, so a shop three miles away can outrank you for somebody standing closer to them. That is not something to fight. I already rank for my business name. Isn't that enough?

Do I need a website, or just the Google listing?

Start with the listing. It is faster and cheaper and it is where the calls come from. But the listing links to your site, and if that site is slow or says nothing useful, some of those visitors leave anyway. The listing gets them looking. The site closes it.
